Cybercab
- In low-rate production at Giga Texas since April 2026 (first unit February). Musk: 'very slow, then exponential towards the end of the year'.
- Two seats, no steering wheel or pedals, steer- and brake-by-wire, AI4 computer.
- On-demand rear and repeater (side) camera views are in development for riders (no mirrors). A Tesla UI engineer said so (Not a Tesla App, 13 Oct).
- Self-certified to FMVSS instead of taking a Part 555 exemption, so there's no 2,500-unit cap.
- NHTSA Special Order AQ26002 (10 Sep) cites 21 issues, including no foot-operated brake. Tesla asked on 18 Sep to move the 30 Sep deadline to 20 Nov. A 29 Sep memo says NHTSA granted 30 days on 22 Sep, so sworn answers are due 30 Oct (TeslaNorth, 8 Oct). The reply is not public. Penalties cited up to $139m.
- NHTSA ODI opened defect petition DP26010 on 9 Oct (received 23 Sep). It alleges 2026 Robotaxis (Model Y and Cybercab, ADS engaged) sped through active school zones. Evidence is 3 social videos and 4 NHTSA-tally incidents; no crashes, injuries or deaths. This is a petition, not a formal investigation: the agency is deciding whether to investigate. Part 552 allows 120 days from receipt, so a decision is due ~21 Jan 2027. NHTSA estimates ~1,000 vehicles, the first federal fleet-size figure. Third federal action on the driverless fleet in ~5 weeks, after an audit query and Special Order AQ26002 (Electrek, 12 Oct).
Regulators
- NHTSA crash reports
- 19 incidents to 15 Apr 2026, all with a monitor onboard, mostly minor; 2 from mid-Jun to mid-Jul, both a stationary Tesla hit by a human driver.
- Nevada
- Interim order 27 Jul (10 supervised cars on the Strip); full permit 20 Aug for up to 5,000.
- California
- CPUC charter permit with safety drivers; DMV has only issued a testing permit.
- Arizona
- TNC permit 18 Nov 2025; service not launched.
- NHTSA AQ26002
- Cybercab FMVSS Special Order (10 Sep). Tesla asked for 20 Nov; NHTSA granted 30 days, so the sworn reply is due 30 Oct (memo 29 Sep; TeslaNorth, 8 Oct). Reply still not public, and none is inferred here.
- NHTSA DP26010
- Defect petition opened 9 Oct (received 23 Sep), not a formal investigation. Alleges 2026 Model Y and Cybercab Robotaxis sped through active school zones (3 social videos and 4 incidents; no crashes, injuries or deaths). NHTSA estimates ~1,000 vehicles. Part 552 decision due ~21 Jan 2027 (Electrek, 12 Oct).
How to read the fleet numbers
- Tesla doesn't publish ride counts. On 10 Oct its Robotaxi account said 300+ Cybercabs were serving Austin. Two series are shown: community trackers (cars active in a 7- or 30-day window) and Texas AV registry filings (registered cars, a ceiling rather than live dispatch). They aren't comparable.
- Texas registry totals exclude Florida and the Bay Area. No per-city fleet split is published.
- Area sizes differ between sources (e.g. Austin 246 vs 264 sq mi). Not a Tesla App (29 Sep 2026) is used throughout.
- Bay Area is ride-hailing with a safety driver, not autonomous, though Tesla counts it among its metros and in paid miles.
